FLOWER MOUND, Texas — Flower Mound topped the list of best places to live in the U.S. this year, according to a new ranking released by Livability.

The Dallas suburb ranked No. 1 in the nation with a livability score of 875 out of 1,000. Flower Mound ranked particularly high in the categories of economy, health and safety, according to Livability.

Livability analyzed small- to mid-sized cities with populations between 75,000 and 500,000 with an average home value of $500,000 or less. With those parameters in mind, the ranking considered 100 data points, including the city’s economy, housing and cost of living, amenities, transportation, environment, safety, education and health.

"Beyond the beauty and blooms, there are safe neighborhoods, excellent schools, low property taxes, great medical care and a section of the town that borders Grapevine Lake, all of which contribute to this Dallas-Fort Worth suburb being an excellent place to live," Livability said.

Over 2,000 businesses operate out of Flower Mound, according to Livability. The average household income is $216,000. The city has a diverse and robust economy, according to Livability.

"There are a variety of industry jobs available in the area, but three of the largest sectors are technology, manufacturing and professional services," Livability said.

Flower Mound ranked highly for health due to positive health outcomes and access to medical care, Livability said.

And now, with the best of both worlds, there is one town that has topped Livability’s annual list of the Best Places To Live in the U.S.: Flower Mound, Texas.

“Flower Mound, Texas might be a perfect place to live with suburban charm and endless amenities,” the report says. “With top-rated schools, a strong economy and plenty of parks, Flower Mound is ideal for families and professionals.”

So what makes this little Texas town northwest of Dallas—whose name comes from a 12.76-acre mound in the center of town dotted with bluebonnets, pansies, and Indian blankets—the best place to live? (If you’re a Southern gardener, the wildflowers alone may have already sold you.)

The list from Livability is the result of data commissioned from thousands of U.S. cities, the company says, with an algorithm “that takes into account measures of a city’s economy, housing and cost of living, amenities, transportation, environment, safety, education, and health.”

Flower Mound, which garnered the highest score of 875 out of 1000 points for quality of life, sits perched in the rolling hills of north Texas. The mound itself, a natural pile of earth and rocks that stands 50 feet above the surrounding area, is home to more than 175 species of wildflowers. In 1984, it was designated as a historic landmark to protect it from development.

Nicknamed “FloMo” or “The Mound,” Flower Mound has more than 1,000 acres of park land for locals to enjoy. Heritage Park, for one, is a favorite for residents with a splash pad, playground, performance pavilion, disc golf course, and the “Hound Mound” dog park. Part of the town borders the northern edge of Grapevine Lake, an 8,000-acre reservoir, meaning that Southern summers can be cooled off by swimming, sailing, and fishing. After receiving a recommendation of denial from Flower Mound’s Planning and Zoning Commission, a decision on the proposed mixed-use development, Lakeside East, has been delayed.

Flower Mound Town Council unanimously voted at the April 7 meeting to table consideration of a master plan amendment and zoning change that would allow for a mixed-use development on over 21 acres along FM 2499 between Lakeside Parkway and Spinks Road.

Jimmy Archie, a managing partner at Realty Capital and Lakeside’s developer, said the proposed development would complement the success of Lakeside to date.

“The reason Lakeside succeeds is that it’s unique, interesting and different, and it does attract customers from a wider range than a typical neighborhood shopping center might otherwise attract,” Archie said. “Thirteen years later, we’re trying to take the same philosophy across the street.”

What you need to know

The developer of Lakeside DFW and Lakeside Village, Realty Capital, is seeking to develop 21.1 acres with a mix of uses, including:

“This development from the very beginning has never been about making a transaction to create a lease or income,” Archie said. “It’s always been about what adds value to the next piece of land, the next building and the adjacent tenants.”

What's next

Before a certificate of occupancy could be issued for the apartment building, the developer would be required to build out at least 35,000 of nonresidential space, including proposed buildings between FM 2499 and the proposed apartment building, according to town documents.

An amended development code provision that could allow the ground floor commercial space to increase from 6,000 square feet to 24,000 square feet is included in the proposed development code for Lakeside East, Archie said. The additional ground-level commercial space would only be built if there is a market to support it, Archie added.

Diving deeper

The proposal for Lakeside East includes two tracts that total 21.1 acres. This includes a 13.2-acre area that would include restaurant, retail and office uses along with a hotel, and it would also include a 7.9-acre area that would house the residential and some commercial development, per town documents. The proposed 326 residential units in Lakeside East would be reallocated from three areas within Lakeside DFW that did not build the maximum number of entitled units, Archie said.

“We did not want to bring a project forward to this town council where you were having to approve any new entitled residential units,” Archie said. “All we’re asking you to do is take entitled units that were approved by previous town councils and let us use them across the street to extend a great project and create a great corner to complement the existing Lakeside.”

Archie added that Lakeside East is an opportunity to take the mixed-use area and reach new and existing neighborhoods east of the existing Lakeside development.

“From a connectivity standpoint, we’re trying to reach the east side of FM 2499 and provide a place for them to access Lakeside,” Archie said.

Additionally, there are plans to potentially add a trolley service that would connect the various portions of Lakeside to each other, Archie said. The trolley would likely be branded specifically to Lakeside, according to Archie’s presentation to council.

Some context

Archie said Realty Capital purchased the 21.1 acres three years ago to prevent commercial uses from being developed in the current zoning, which he said which could have detracted from the cohesiveness of the master-planned Lakeside development. Realty Capital also conducted online surveys of new businesses residents preferred in Lakeside East in addition to five in-person input sessions in 2023.

The proposal for Lakeside East was recommended for denial by the planning and zoning commission at its March 24 meeting.

What they’re saying

Several residents and business owners came out and spoke in support of Lakeside East during the public hearing.

“In Lakeside, my customers actually live above me ... ,” said Clayton Flurry, co-owner of Flurry’s Market in Lakeside and Flurry’s Market + Provisions. “It is instrumental for my business in Lakeside to have the residential around it.”

Other residents, including Steven Wood, did not favor more apartments and were concerned with potential traffic impacts.

“It has the capability [to create] another two poor intersections blocking traffic in and out for the people who work out of town,” Wood said.

Some council members also voiced support for tweaks to the mix of uses, including more housing options for purchase instead of rent as well as adding more residential options and taking away some commercial development.

Looking ahead

Council members in their motion to table the proposal elected to reconsider when the applicant felt ready to share an updated plan after further discussion between the developer and town officials. During the meeting, Archie said he could be ready with a plan ahead of the April 21 meeting.

“I hope that there is still an opportunity to keep having this conversation because I think you’re 80% of the way there and I’d hate to see us end this conversation at 80% and give up on the last 20%,” council member Adam Schiestel said.

On May 3, the Gibson-Grant Log House, a restored 1800s structure in Flower Mound, will be designated as a Texas Historic Landmark. The Denton County Historical Commission and town officials are hosting an event that day to mark the occasion starting at 10 a.m. at the Gibson-Grant Log House.

How we got here

The historic structure was encapsulated in a 1950s ranch house when it was discovered in 2015 by developer Curtis Grant, said Peggy Riddle, director of the Denton County Office of History and Culture. Grant removed sheet rock from walls in the living room of the structure to find logs that made up the original 16-feet-by-16-feet house that was once home to a man named William Gibson.

Core samples of the logs and remaining chinking later determined they had been cut some time between 1857 and 1860, Riddle said. Records also showed the property had been a land grant from the Republic of Texas. It was settled by Gibson, who was the first resident of the home. The home was expanded as lifestyles changed over the years.

Before he discovered the historic nature of the structure, Grant had plans to demolish it and subdivide the property into residential lots. He contacted the Denton County Office of History and Culture to report what he found. The office, along with the University of Arkansas Tree-Ring Laboratory, determined it was likely built by settlers who came to Texas as part of the Peters Colony, the earliest settlement in Denton County.

What happened?

The town of Flower Mound acquired the property in 2015, creating a master plan for the home’s restoration in 2018. Work began in 2020 to restore the house to its Phase 3 period, or triple-pen form with back extensions, retaining the early historic changes to the original single-pen house. In this form, the evolution of early Texas houses on the frontier is on display.

As part of the restoration, the town removed concrete and gravel driveways, regraded the site to improve drainage, and removed board and batten siding and plywood, as well as other non-historic features.

What else?

Chuck Jennings, Flower Mound’s director of parks and recreation, said now the property is maintained by his department while Denton County furnishes the house and assists with volunteer recruitment, training and staffing. The Gibson-Grant Log House is currently in need of more volunteers, Jennings said.

Some items on display came from Dallas’ Old City Park and other properties in Flower Mound, said Jacque Narrell, chair of the town’s historical commission. Narrell is also a Denton County Historical commissioner. Residents can donate historic items to be put on display in the house.

“What you see today is with the help of the town, private citizens and the Texas Historic Commission,” Riddle said.
