Arlington voters approved all five propositions of the City’s proposed $200 million bond program as well as seven charter amendments during the Saturday, May 3, 2025, Bond and Special Elections.

Canvassing for the City of Arlington is scheduled for Tuesday, May 13.

Proposition A, which called for $136,995,000 for street improvements, was approved with 73.92% of the vote, according to unofficial vote totals.

Proposition B, which called for $48,930,000 for public safety facilities and equipment, was approved with 74.30% of the vote, according to unofficial vote totals.

Proposition C, which called for $9,345,000 for parks and recreation, was approved with 69.88% of the vote, according to unofficial vote totals.

Proposition D, which called for $3,105,000 for Downtown Arlington administrative buildings, was approved with 56.71% of the vote, according to unofficial vote totals.

Proposition E, which called for $2,425,000 for Arlington Public Library facilities, was approved with 70.99% of the vote, according to unofficial vote totals.

Charter Amendments

Voters approved these proposed charter amendments.

Proposition F: Amendment of Section 2 of Article IV of the City Charter, which would provide that runoff elections shall be held and conducted in accordance with state law, was approved with 85.51% of the vote, according to unofficial vote totals.

Proposition G: Amendment of Section 7 of Article IV of the City Charter, which would update the title of the City Health Officer to be Health Authority to align with state law, was approved with 79.29% of the vote, according to unofficial vote totals.

Proposition H: Amendment of Section 4 of Article V of the City Charter, which would provide that polling places for elections are those designated by the City Council and shown in the notice of election in accordance with state law, was approved with 83.31% of the vote, according to unofficial vote totals.

Proposition I: Amendment of Section 1 of Article VI of the City Charter, which would provide that the City Council shall meet at the dates and times approved by the City Council, was approved with 85.12% of the vote, according to unofficial vote totals. The City Charter currently provides that City Council meets every week unless the weekly meeting is canceled by the Council. This amendment would align with the current City Council meeting schedule, which is approximately twice a month.

Proposition J: Amendment of Section 2 of Article VI and Sections 1 and 4 of Article VII of the City Charter, which would provide for the annual election of a Deputy Mayor Pro Tempore each year to preside over meetings and to act in case of the failure, inability, or refusal of the Mayor and the Mayor Pro Tempore to act, was approved with 79.64% of the vote, according to unofficial vote totals. Previously, the City Charter only referred to the appointment of a Mayor Pro Tem and not a Deputy Mayor Pro Tem. This amendment would align with the City Council’s current practice of appointing both of these Council positions. The Mayor Pro Tem and Deputy Mayor Pro Tem act in the absence or inability of the Mayor.

Proposition K: Amendment of Section 1 of Article XIII of the City Charter, which would provide that the City may issue tax bonds, revenue bonds, funding and refunding bonds, economic development bonds, time warrants and other evidence of indebtedness for any purpose allowed by state law, was approved with 61.22% of the vote, according to unofficial vote totals. This amendment would give the City Council full power to issue debt in accordance with state law.

Proposition L: Amendment of Section 2 of Article XIII of the City Charter, which would provide that the City may issue time warrants as allowed by state law, was approved with 63.89% of the vote, according to unofficial vote totals. Time warrants are an infrequently used type of debt. This amendment would align the process for issuing time warrants, if the City chose to do so, with state law.

Opening the season on Fri., April 25 is Fort Worth-based rock-and-soul powerhouse Josh Weathers, a longtime Levitt fan favorite, preceded by Goldpine, a critically-noted Americana duo out of Nashville. On Sat., April 26, Grammy-nominated Tejano group La Diferenzia headlines, following a performance by Angelica y Moneda, a popular San Antonio Tejano act.

Additional noteworthy artists set to take the Levitt stage this spring include Texas Red Dirt act Kin Faux (May 2), with Fort Worth-based September Moon opening; Clayton Stephenson (May 3), an acclaimed classical pianist whose performance will launch the return of the Countdown to the Cliburn series; Austin-based rocker Emily Wolfe (May 9); country-rock band Eddie And The Getaway (May 10); and the third annual DreamFest, a block-party styled festival headlined by R&B legends The Drifters (May 23), Texas country artist William Clark Green with openers Carson Jeffrey and Shelby Stone (May 24) and Tejano legend Ram Herrera (May 25), with Grand Prairie’s Monica Saldivar opening.

The 75-minute experience will feature nine mission-based zones filled with interactive scavenger hunts, obstacle courses, virtual reality adventures, meet-and-greets with beloved Smurf characters and more. It's hands-on, high-energy and full of Smurftastic fun for kids and parents alike. The Smurf Experience is not to be missed and is only in Texas until the end of the Summer.

Timed with the release of Paramount Pictures' new Smurfs movie (hitting theaters July 2025), this summer-long adventure builds on the excitement of the big screen. The film stars Rihanna as both a producer and the voice of Smurfette. She's also behind the soundtrack's hottest musical hits. The Smurf Experience lets fans step into the world of the Smurfs ahead of the film's release—creating unforgettable moments for families to share together.

The Smurf Experience was designed by Belgium-based agency Cecoforma in collaboration with Smurf parent entity Peyo Company. SBX Group, a leader in entertainment attractions, is working with Cecoforma and Peyo Company to adapt the experience for North American audiences. SBX is also partnering with Leap Event Technology as the Official Ticketing Provider for The Smurf Experience in North America. Leap provides a suite of technology, marketing, and data solutions for some of the world's biggest sports and entertainment brands.

The City of Arlington Department of Public Works is preparing the 2025 Repetitive Loss Area Analysis (RLAA) as part of their participation in the National Flood Insurance Program’s (NFIP) Community Rating System (CRS). This program provides residents and property owners a discount on flood insurance based on the City’s floodplain management activities. The City prepares a new RLAA every 5 years as a required CRS activity to evaluate properties with repetitive flood losses. This report focuses on properties that meet one of the following definitions.

The RLAA follows a 5-step process to evaluate flood insurance policy and claims data to develop strategies that can reduce future flood insurance claims in each RL/SRL area. Insurance data is provided by the Federal Emergency Management Agency (FEMA). Once this information is reviewed, City staff analyzes each area to identify flooding sources, potential causes, severity of past flooding, and extents of potential damage around flooded properties.

Flooding in Arlington is not limited to Special Flood Hazard Areas (floodplains), and may occur from difference sources such as:

Additional information about RL/SRL areas is collected from questionnaires sent to targeted property areas, review of tax records, City grading and drainage record drawings, building permit records, and historic flooding information. The RLAA complies with the Privacy Act of 1974 and does not provide information that can identify individual properties with flood losses.

A draft copy of the 2025 RLAA report is available on the City’s website for public review at www.arlingtontx.gov/RLAA. Property owners, residents, and tenants can send questions or comments on the draft RLAA report to [email protected] or contact the Department of Public Works at 817-459-6550. Feedback is requested by May 16, 2025 so the report can be finalized by City staff and submitted to City Council for approval this summer.

When a nonprofit has the right tools and training – what we call "capacity building" – they are better equipped to achieve their mission over time and create lasting, positive changes in the community.

But finding the time or money to attend training or networking events isn’t always easy. That’s why the Arlington Tomorrow Foundation, the largest charitable endowment in the city, is launching an innovative program to provide free, high-impact workshops and trainings to strengthen Arlington’s nonprofit network.

To ensure these sessions are fully available to the local nonprofit sector, the Arlington Tomorrow Foundation board has committed to underwriting all costs associated with the Impact Learning Series, which will kick off in March. Throughout this year, nonprofit board members, staff and volunteers will be invited to participate in a range of capacity-building workshops, lunch and learn sessions, community networking events all designed to support the different areas that are critical for nonprofits long-term sustainability and growth.

“When every penny matters, nonprofits may see training as a luxury they can’t afford,” said Mayor Jim Ross, the Arlington Tomorrow Foundation’s board president. “But the Arlington Tomorrow Foundation has the funding power to help raise up and train up the city’s nonprofit sector. Our board recognizes that we have the opportunity —and the responsibility —to do more for our community beyond responding to charitable grant requests and writing checks.”

The launch of the Impact Learning Series follows the findings of the State of the Nonprofit Sector Research Project. The 18-month comprehensive study was completed last year through a partnership between the Arlington Tomorrow Foundation, United Way of Tarrant County, the City of Arlington, and conducted The University of Texas at Arlington.

“The study’s results were clear: our local organizations are eager to enhance their skills in everything from grant writing to program management to measuring impact so they can better serve our community,” Arlington Tomorrow Foundation Executive Director Carolyn Mentesana said. “We are excited to come alongside the sector in this new way to offer them capacity building tools to help them become stronger, more sustainable, and able to compete for both human and financial resources.”

Breakfast/Lunch and Learns: Nonprofit leaders, staff, and volunteers will learn topics such as writing effective foundation/federal grants, understanding financials, event planning tools and volunteer management. These programs will be held monthly and are open to as many as 40 individuals per session.

Workshops: Nonprofit leaders, staff, and their board members, will learn what is required for effective board management and governance, the importance of HR/talent management, building a sustainable fundraising strategy, and the importance of storytelling, not only to help raise funds but also to communicate their impact. The half-day workshops will be held twice a year and will be open to nonprofits that had received Arlington Tomorrow Foundation grant support.

The first workshop offered will focus on board governance. Nonprofit boards play a critical role in organizational success, but strong governance requires more than just good intentions. This interactive workshop will help nonprofit leaders and board members understand their roles and responsibilities, improve board dynamics, and implement governance best practices. Through real-world case studies and hands-on exercises, participants will walk away with actionable steps to strengthen their governance practices and enhance their board effectiveness. The April 22 workshop is open to board members representing organizations which have received Foundation funding.

Community Events

On April 9, the Foundation will sponsor UTA’s Uniting for Good Conference. The one-day conference will gather nonprofit leaders, UTA faculty, and students for an immersive exploration of the latest trends, strategies, and tools shaping fundraising and development today. Through engaging plenary sessions, hands-on workshops, and meaningful networking opportunities, participants will gain actionable insights and innovative approaches to strengthen their impact.

The Foundation will host Community Engagement Day on July 25. The event will offer Arlington’s nonprofit sector the opportunity to network, share best practices, learn from experts in philanthropy and nonprofit management and encourage collaborations and partnerships that will result in greater impact for the community and the clients they serve.
